5. Justin Foley
For those of you who forgot, Justin actually had TWO of the 13 tapes. Even so, something about Justin makes it really hard to hate him. His biggest problem was his weakness and refusal to stand up for himself or others. He let his friends sent around the picture of Hannah and he let Bryce rape Jessica. But his rough family life, love for Jessica and overall sweetness make it hard to fault him completely for Hannah's death.
