Mona was the original A, and though we never felt we could totally trust her, she really earned her place at the top of this list. She's not the most evil, but she's definitely the smartest of all the villains. Even now in her quest to be good, she is the one the liars go to when they need help. Hats off to you, Mona. You managed to be the one villain on this list that we actually enjoy.
