This week, NCIS began with a sailor looking for his uber driver. When he gets into a vehicle he believes belongs to the driver, he realizes he was mistaken when he sees masked men. Before he can get to safety, he is killed.
Back at NCIS, Quinn runs into a former flame, who is still interested in her. After an uncomfortable exchange, the rest of the team question her about it. Torres argues that women are always looking for someone. He tries to get Tim to agree with him, but the senior agent wisely steps back.

Gibbs arrives just in time to ask Nick, Quinn and Ellie to go to MTAC while Tim keeps an eye on the bullpen. Clayton Reeves from MI6 has contacted them about a missing agent named Mason Finley. He was last traced to an alley where Clayton discovered a dead sailor. He wanted them to investigate since he knew how well they worked. Gibbs sends Quinn and Ellie to Philadelphia.
However, Quinn bristles at the thought of Philadelphia and asks Gibbs about being sent there. He tells her to do what he said, much to her chagrin. In Philadelphia, Quinn and Ellie meet with Reeves in Mason’s hotel room. He had been in Philadelphia looking into who was smuggling rocket launchers.
The rest of the team identifies the victim as Gary Falco, who was on leave at the time he was killed. His mom lives in Upper Darby, something Quinn is not happy to hear about. Ellie is very curious about how Quinn is acting. At their office, Nick says he feels stuck where he is and Gibbs ponders what everyone’s deal is.
Ducky has Gary’s body and is talking to him about the history of Philadelphia. Gibbs comes to ask Ducky about the body. Gary had three bullet wounds and they were up close. Gibbs asks Ducky if he is all right, but the latter says he is never alrigbt when he has to do an autopsy on a young person.

Quinn and Bishop talk to Gary’s mother, who says her son was loved by everyone and she can’t understand why he was killed. She pleads with them to find the people responsible for her son’s death. Quinn assures her they will then asks about the Shaw family who lived in the neighborhood. She doesn’t know anyone by that name. Ellie offers to drive Quinn by the area, but she declines.
Nick is trying to use the printer but it is not working. Tim comes to help and reminds Nick not to use his own printer. They talk about Gary and how he had been a model sailor. They discovered he had been bar hopping with friends and was trying to get an uber. The uber driver said she was on the phone with him and he seemed lost. Gibbs wonders how MI6 is involved.
Clayton gets an SOS call on his phone from Finley. They track him down to a facility where he has been tied up and beaten. He says he had been able to get one of their phones to get help. Quinn has a flashback when she goes to him of trying to help someone.
Finley tells the team he was watching the smugglers when he noticed the young man get into the vehicle. He didn’t realize the guy was a victim until he heard the gunshots. Ellie goes to call Gibbs with the update.
Nick and Tim go to talk to a guy that Nick knows who had been involved in smuggling. When he doesn’t give them help, Nick and Tim finally get his attention when Nick gets on a table and Tim holds both their weapons on the men in the room.
They get three possible names, Nestor Carbone and the Daly brothers. Finley says the Daly brothers are not involved so it has to be Nestor. Abby tells the team Gary was shot at close range and the men who shot him were pros.
Quinn is annoyed that Finley wants to come question Nestor and Ellie tries to talk to her. However, she refuses to talk. When they go to talk to Nestor, before they can ask questions, Finley shoots him in the leg.
Clayton talks Mason down but Quinn has rushed off. Ellie reluctantly has to tell Gibbs what happened when he calls. A frustrated Gibbs leaves to go to Philadelphia while Ellie is unhappy about how things have played out. Despite Nestor having cars in his shop with scratched off vins, he is not involved in the smuggling.
Nick goes to see Abby, but ends up abusing her printer. After she scolds him, they look at evidence photos from where Finley was held. Nick immediately notices a problem. There is no bathroom in the facility. How was he held captive for days with no way to use the bathroom?
Gibbs talks to Quinn about confronting the issue she has with Philadelphia. She is not happy at all about dredging things up, but he knows that if it is still bothering her, she has to get it out.
Nick and Abby talk to Tim and Ducky about what he discovered. They found surveillance of Mason with the Daly brothers, meaning he was in on everything.
Nick and Tim interrogate Ivan once again about the brothers. When Ivan doesn’t give them what he wants and seems to think Tim is the good cop, our loveable McGee quickly shows him he’s wrong. Ivan eventually gives them the information they want.

Gibbs and Quinn go and discuss what happened on a robbery case that Quinn was asked to be part of. She was on a stakeout with a police officer named Emily Shaw. Both of them became distracted by phone calls. Emily was saying goodnight to her baby and Quinn was arguing with her fiancé. When the people who were doing the robbery spotted them, they began shooting. Emily was shot because she got out of the car to give Quinn privacy and she died seconds later.
Gibbs gets a call from Tim, who tells him about Mason and the brothers. While Clayton and Ellie find Mason while Quinn and Gibbs go after the brothers.
Back at the lab, Nick has gotten a new printer for Abby that is just like Tim’s. He tells her he is still trying to deal with change and his new environment. She tells him that he can always come talk to her. Then we pan back to the bullpen and find out the printer is Tim’s.
In his basement, Gibbs and Quinn talk. She had gotten in touch with Emily’s widower and they had a long talk. Quinn becomes curious about how Gibbs will get his boat out of the basement. He doesn’t say a word.
