Charles “Buddy” Roemer, a four-term congressman who served as the governor of Louisiana from 1988 to 1992, became the 11th contender in the 2012 Republican field by formally announcing his candidacy on Thursday.

“I run to prepare America to grow jobs again, beginning with the elimination of our tolerance for unfair foreign trade practices and the use of our own tax code to ship jobs overseas,” he told supporters at Dartmouth’s Hanover Inn.

“I run to reveal and challenge the control of the special interest over our nation’s capital, and demonstrate freedom to lead that can only come from refusing their money.”

Roemer unveiled his campaign theme of “Free to Lead” by vowing to turn down contributions from political action committees and rejecting any donations that exceed $100 per person.

“We’re a nation at risk,” he acknowledged. “Neither the president nor any of the other candidates for this office addresses or has solutions for the major problems facing America.”

Political experts predict that Roemer will have quite an uphill battle on his hands if he hopes to make waves in the presidential race. Aside from serving as a surrogate during John McCain’s presidential campaign in 2008, Roemer has been inactive in the political realm for over 10 years.

McCain offered well-wishes via Twitter, writing, “Best of luck to @BuddyRoemer on his campaign – an old friend and a great American!”
